Stream reconnect spam + raid delivery — fixed

Two annoying things just got fixed.

No more 12-second phantom streams. If your stream briefly dropped (OBS reconnecting, network blip, anything quick), the site was treating each reconnect as a brand-new stream — so your channel was popping up live again and again, your VOD got chopped into a bunch of tiny clips, and Discord kept announcing you. Now the site waits a minute before deciding you actually went offline. Reconnects are invisible to viewers.

Raids reach the other channel. Some streamers raided out and the target channel never saw the raid arrive. Fixed — the raid event now goes through reliably to the room you're sending viewers to.
